Participant Account Administrator (PAA)
When signing a participation agreement with the N.C. Health Information Exchange Authority, you will notice a space to list a Participant Account Administrator (PAA). This person will serve as the representative or liaison between NC HIEA and your healthcare organization. It is important that this person’s contact information be up-to-date so we can reach your organization with important account-related information.
This person will also manage user accounts if your organization has a Full Participation Agreement with NC HIEA and utilizes services, such as the NC HealthConnex Clinical Portal.
Roles & Responsibilities
- Serve as main point of contact for NC HIEA
- Act as the point person for providers and staff
- Manage creation and deactivation of user accounts (full PAs)
- Update NC HIEA with address and staff changes
- Ensure participating entity list is up to date
- Ensure EHR contact is up to date
- Attest to the Quarterly User Audit

Quarterly User Account Audit
The second Monday following the beginning of each quarter, Participant Account Administrators (PAAs) are sent an email requesting they conduct a Quarterly User Account Audit within the PAA tools tab of the NC HealthConnex Clinical Portal. This tab lists all user accounts from your organization. Step-by-step instructions for completing this audit can be found in the Quarterly Audit Reference Guide.
Responsibilities include:
- Completing the quarterly user attestation form which can be found in the PAA Tools tab within the Clinical Portal.
- Reviewing the number of times users have broken the seal to access patient records and the number of patient queries the user has completed.
- Reporting any unusual user activity to the NC HIEA. This includes an unusual amount of Patient Search and Break the Seal activity for a particular user.
- Disabling user accounts (if required according to the NC HIEA User Access Policy).
- Checking that all users have been granted the correct type of access.
- Notifying NC HIEA of any unusual or suspicious user behavior. Please contact NC HIEA immediately at 919-754-6912 or HIEALegal@nc.gov.
