December 2015 Update Memo

Planning is underway to shift the Community Care of NC/NC Community Cares Networks to the new statewide North Carolina Health Information Exchange.

Planning is well under way for the transition of the North Carolina Health Information Exchange (NCHIE) from the current Community Care of North Carolina (CCNC) / North Carolina Community Cares Networks (N3CN) structure to the new statewide North Carolina Health Information Exchange Authority (NCHIEA). Some key points:

  • Ownership of NCHIE Authority.  The Government Data Analytics Center (GDAC), within the Department of Information Technology will be responsible for the new statewide NCHIEA.
  • No Interruption of Services.  All current functionality will remain in place. In the near term, services provided by the existing NCHIE will transition to GDAC, and services provided by CCNC will remain with CCNC. Our goal is no interruption of service for the providers, practices, and citizens of North Carolina.
  • NCHIEA Governance.  Once established, the NCHIEA Advisory Board will monitor the business of the NCHIEA.  Responsibilities will include developing strategic short-term and long-term goals, advising the NCHIEA organization, and other key tasks necessary for developing and guiding NCHIEA services.
  • Transition time frame.  Per legislation, the date for transition from NCHIE to NCHIE Authority is February 29, 2016.  State law mandates all Medicaid providers are to connect to NCHIEA by February 1, 2018, and all other state funded health service providers will connect by June 1, 2018.
  • We will keep you updated.  We will continue to provide updates, or, as things develop and information becomes available.  The NCHIEA website will be used to keep the community informed during the transition process.
